Question: Why do some sections of Lincoln Park cemetery require a liner and others do not?

Dear P.S.,
I spoke to the cemetery and was told that all land owned by the Chassed Shel Emes Association requires a liner. Sharon Memorial Park has a similar policy, as does Sinai Memorial Park. The liner helps the land above it to remain flat and withstand some erosion. Holes are drilled in the bottom of each liner so they are in keeping with Halakhah.
